Using High Beam Headlights- Preferred Etiquette

Indian drivers mostly keep using high-beam headlights. Why are they used? They enable clearer views of light at night and also for zones where light sources are scarce, with lower traffic as well. It applies whenever vehicles come from the opposite direction or moves just ahead of you. Are there penalties to look out for?

The rules state that headlights should be downward-facing without dazzling anyone suddenly. The law states that applicable distances should be 8 metres, and 0.5 metres from the front and right of the lamps respectively. The height restrictions are 1.5 metres from the car's supporting plane. Fines and penalties are likewise applicable for violators.
