Government To Make Transport Vehicles' Fitness Test Mandatory From 2023

- For Heavy Goods Vehicles/Heavy PVs, the date is set from April 1, 2023.
- For Medium Goods Vehicles/Medium PVs, the date is June 1, 2024.
- For Light Motor vehicles, the date is set from June 1, 2024.
The Ministry of Road Transport and Highways (MoRTH) issued a notification today, amending Central Motor Vehicle Rules, 1989, and making it mandatory for transport vehicles to get a fitness certificate only through a registered Automated Testing Station (ATS). All transport vehicles will have to get mandatory fitness certificates only from automated testing stations from next year. The ATS would provide a fitness certificate for two years for vehicles up to 8-years old and one year for vehicles older than 8-years.

As per the notification, for Heavy Goods Vehicles/Heavy Passenger Motor Vehicles such verification will become mandatory from April 1, 2023, and for Medium Goods Vehicles/Medium Passenger Motor Vehicles and Light Motor vehicles (Transport) from June 1, 2024. The ministry had earlier issued a draft notification proposing the changes in rules and had given 30 days' time for stakeholder consultation and raising of objections or suggestions before issuing the final notification.

An Automated Testing Station (ATS) uses mechanical equipment to automate the various tests required to check the fitness of a vehicle. The requirement will be put in place in a phased manner. Last year, the ministry said that entities like special purpose vehicles, state governments, companies, associations, and bodies of individuals may be allowed to open ATS for testing the fitness of both personal and transport vehicles. Fitness testing for a personal vehicles (non-transport) is done at the time of renewal of registration (after 15 years).
